A Windsor police constable already charged with breach of trust is facing four new criminal charges, including attempted obstruction of justice, as part of an OPP investigation that began three years ago.

Kenneth Campo, 45, now faces three counts of breach of trust along with two charges of attempted obstruction of justice and unauthorized use of a computer. The veteran officer, who has served with the Windsor police since 2007, has been suspended without pay.
Campo, an Essex County resident, was arrested Aug. 28 and charged with the additional charges. He was released from custody and is scheduled to appear before the Ontario Court of Justice in Windsor on Sept. 22.
In August 2023, the Windsor Police Service asked the OPP to investigate allegations of breach of trust involving a Windsor officer. The initial breach of trust charge was laid following a two-year probe.
The OPP referred questions related to Campo’s employment status to Windsor police.
In an emailed response, Windsor police said “we can confirm Constable Kenneth Campo is suspended without pay, in accordance with the Community Safety and Policing Act (CSPA).
“As this matter is before the courts, we are unable to comment further at this time.”
The OPP said the investigation is ongoing.

Under Section 122 of the Canadian Criminal Code, used to prosecute public officials, like police officers, when, in connection with the duties of their office, they’re alleged to have committed fraud or a breach of trust. If prosecuted by indictment and found guilty, the maximum penalty is a five-year prison term.
