India’s three state-run fuel retailers, Indian Oil (IOC), BPCL and HPCL, earned a combined standalone net profit of ₹30,106 crore in the July–September quarter, a sharp swing from a combined loss of about ₹18,149 crore in April–June. Almost three-quarters of that profit came from one company, and the reasons behind it say a lot about how fragile the turnaround is.

What happened in the IOC, BPCL and HPCL Q2 results

IOC reported a record standalone net profit of ₹21,630 crore for Q2 FY27, up 184% from ₹7,610 crore a year earlier, according to the exchange filing reported by the Free Press Journal. Revenue from operations rose about 30% to ₹2,62,936 crore. In the previous quarter IOC had lost ₹2,661 crore, which the company’s own Q1 news release blamed mainly on higher crude costs linked to the West Asia conflict. Consolidated profit was ₹22,503 crore, per the results summary on PSU Connect.

BPCL, which reported first on 24 October, earned ₹4,993 crore, down 22.5% from ₹6,443 crore a year earlier, Business Standard reported. That followed a Q1 loss of ₹3,962 crore, per the Free Press Journal.

HPCL’s press release filed with the NSE on 22 October showed standalone profit of ₹3,483 crore, down from ₹3,830 crore, and consolidated profit of ₹3,625 crore. For the half-year HPCL is still in the red, with a standalone loss of ₹8,044 crore, because its Q1 loss of ₹11,526 crore was so large.

Company (standalone) Q2 FY27 profit Q2 FY26 profit Q1 FY27 result Q2 GRM
Indian Oil ₹21,630 cr ₹7,610 cr Loss ₹2,661 cr Reported in rupees
BPCL ₹4,993 cr ₹6,443 cr Loss ₹3,962 cr $32.53/bbl
HPCL ₹3,483 cr ₹3,830 cr Loss ₹11,526 cr $32.15/bbl
Total ₹30,106 cr ₹17,883 cr Loss ₹18,149 cr

The combined Q2 profit equals roughly 39% of the trio’s FY26 annual profit, according to an analysis by Discovery Alert based on the filings.

Why profits swung back

Very high refining margins

The common driver was refining. BPCL’s gross refining margin (GRM), the value of products made from a barrel of crude minus its cost, was $32.53 a barrel against $10.78 a year earlier. HPCL’s was $32.15 against $8.80, per its NSE release. Both companies’ margins roughly tripled or more from a year earlier, during a period of disrupted energy supply linked to the West Asia conflict.

A temporary dip in crude, and inventory gains

IOC’s release, as reported by ANI, credited a temporary fall in crude prices from mid-June to mid-August plus strong petrochemical and gas margins. Discovery Alert reports that IOC put its inventory gain at about ₹6,948 crore on its earnings call, roughly a third of standalone profit. BPCL, by contrast, booked a marketing inventory loss of ₹330 crore and a forex loss of ₹397 crore, Business Standard said.

Frozen pump prices held BPCL and HPCL back

Petrol and diesel prices have been held steady for about five months while costs rose, which Business Standard said wiped out much of BPCL’s refining gain. BPCL’s standalone EBITDA fell nearly 14% to ₹9,437 crore even as its GRM tripled. HPCL’s release likewise showed profit below the year-ago level despite its much higher margin.

The LPG gap is still widening

Cooking gas remains the sore point. Discovery Alert puts the three companies’ accumulated domestic LPG under-recoveries at about ₹67,889 crore as of 30 September. HPCL management told analysts the loss per 14.2-kg cylinder was about ₹245 in October and could rise to about ₹327 in November, according to the earnings call transcript on Investing.com. IOC recognised ₹7,243 crore of government LPG compensation in its April–September revenue, and HPCL received ₹3,960 crore, per Analytics Insight. Those payments help, but they are smaller than the gap that is building.

How it affects India and businesses

The swing matters beyond the three balance sheets. The companies are majority-owned by the government, so profits feed dividends at a time when the fiscal deficit reached 42.1% of the FY27 target in April–September. Stronger cash flow also reduces the pressure for fresh borrowing to fund LPG losses and capex. For consumers, the results do not change pump prices directly, but a better quarter reduces the immediate case for a retail fuel price increase.

The policy backdrop keeps shifting. The government has just raised the diesel export duty to ₹11.5 a litre and scrapped the petrol levy, which changes how much of the export margin refiners keep. Private refiner Reliance also posted a big jump, with Q2 profit up 41% on its oil-to-chemicals business, confirming that refining strength was industry-wide.

Who is more or less exposed

  • Refining-heavy companies benefited most from high GRMs and are most exposed if margins fall back toward normal levels.
  • Marketing-heavy companies carry more of the frozen-price and LPG burden, which explains why BPCL and HPCL earned less than a year ago despite tripled margins.
  • Companies with large inventories gain when crude rises after purchase and lose when it falls; IOC itself warned of possible inventory losses if crude declines as Middle East tensions ease.

Scenarios to watch

These are conditional scenarios, not predictions.

If… Then, in general…
Hormuz shipping normalises and crude falls quickly Marketing losses shrink, but inventory losses and lower GRMs could hit refining-heavy earnings.
Crude stays above $100 with pump prices frozen Retail fuel and LPG losses widen; the Q2 profit may prove a high point.
The government raises LPG compensation or allows price changes Under-recovery balances fall and cash flow improves.
Refining margins drift back toward $10–15 a barrel The main support for Q2 profits weakens.

What to watch next

Bottom line

The ₹30,106 crore quarter shows how quickly state-run fuel retailers can recover when refining margins spike and crude briefly dips. But the profit is concentrated at IOC, partly built on inventory gains, and set against a growing LPG gap and frozen pump prices. The next two quarters will show whether Q2 was a turning point or a peak.

Method note: We compared the HPCL press release filed with the NSE and IOC’s own news release with reports from the Free Press Journal, Business Standard, ANI, PSU Connect, Analytics Insight, Investing.com and Discovery Alert. Where HPCL figures differed (₹3,483 crore standalone vs ₹3,625 crore consolidated), we used the company release and labelled each basis. The combined year-ago figure is our sum of the three standalone results.
