BANGKOK — Thailand's rush to embrace its troubled neighbor Myanmar moves up a notch on Wednesday when Gen. Ye Win Oo, Myanmar's powerful military chief, arrives in Bangkok for what is being billed as "high-level talks" with senior Thai commanders. High on his list of interlocutors will be Gen. Ukrit Bootanon, his Thai counterpart.
