Ray Liu<\/a> wasn\u2019t inspired to enter the field by tinkering with electronics or following in the footsteps of a family member. Growing up in Taichung, Taiwan, he answered his government\u2019s call for students to become electrical engineers to help manufacture semiconductors in the 1970s, when the country\u2019s economy was struggling.<\/p>\n<p>\u201cStudents who were good in math, science, and physics all wanted to be an electrical engineer because that was the top priority of the government,\u201d Liu says. \u201cThat\u2019s how I got into engineering. Now Taiwan is a world leader in semiconductors.\u201d<\/p>\n<h3>K.J. Ray Liu<\/h3>\n<p><\/p>\n<p><strong>Occupation<\/strong><\/p>\n<p>Retired professor of information technology and a digital signal processing researcher at the University of Maryland in College Park <\/p>\n<p><strong>Member grade<\/strong><\/p>\n<p>Fellow<\/p>\n<p><strong>Alma maters<\/strong><\/p>\n<p>National Taiwan University; University of Michigan; UCLA<\/p>\n<p>But by the time he graduated from university in 1983, semiconductor facilities were still under construction, so there were no jobs available.<\/p>\n<p>Instead, he went on to have a successful career as an educator and entrepreneur in the United States.<\/p>\n<p>For 31 years, he was a professor of information technology and a digital signal processing researcher at the <a href=\"https:\/\/umd.edu\/\" rel=\"noopener noreferrer\" target=\"_blank\">University of Maryland<\/a> in College Park until he retired in 2021.<\/p>\n<p>Liu was the chairman, CEO, and CTO of <a href=\"https:\/\/www.originwirelessai.com\/\" rel=\"noopener noreferrer\" target=\"_blank\">Origin Wireless<\/a>, a startup he founded in Rockville, Md. Origin, which was acquired by <a href=\"https:\/\/www.adt.com\/\" rel=\"noopener noreferrer\" target=\"_blank\">ADT<\/a> in February, pioneers artificial intelligence for wireless sensing and indoor tracking.<\/p>\n<p>Liu, an IEEE Fellow, is an active IEEE volunteer who served as the organization\u2019s president in 2022.<\/p>\n<p>IEEE honored him with this year\u2019s <a href=\"https:\/\/corporate-awards.ieee.org\/award\/ieee-haraden-pratt-award\/\" rel=\"noopener noreferrer\" target=\"_blank\">Haraden Pratt Award<\/a> for \u201ctransformative and impactful leadership.\u201d<\/p>\n<p>Liu is credited with increasing the diversity of nominees for IEEE\u2019s <a href=\"https:\/\/www.ieee.org\/communities-connection\/awards-recognition\/ieee-fellows\" rel=\"noopener noreferrer\" target=\"_blank\">Fellow program<\/a>, which is the highest level of membership. He also led the effort to <a href=\"https:\/\/spectrum.ieee.org\/ieee-regions-reconfiguration\" target=\"_self\">realign the organization\u2019s regions<\/a> geographically to ensure more equitable global representation on the <a href=\"https:\/\/www.ieee.org\/about\/corporate\/board\" rel=\"noopener noreferrer\" target=\"_blank\">IEEE Board of Directors<\/a>.<\/p>\n<p>He received the Pratt honor on 24 April during a <a href=\"https:\/\/spectrum.ieee.org\/ieee-celebrates-honors-ceremony-2026\" target=\"_self\">ceremony<\/a> in New York City. The <a href=\"https:\/\/www.ieeefoundation.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">IEEE Foundation<\/a> sponsored the Board-level award.<\/p>\n<p>\u201cMore than anything, I share the honor with the volunteers and staff I had the privilege to work alongside,\u201d he says. \u201cOur hard work is fueled by our shared devotion to this professional home we love and care for so much.\u201d<\/p>\n<h2>Making the switch to signal processing<\/h2>\n<p>In the 1970s, Taiwan\u2019s policymakers decided to improve the country\u2019s economy by pivoting from making products such as shoes and umbrellas to manufacturing electronics.<\/p>\n<p>The industry got its start in 1976 when <a href=\"https:\/\/en.wikipedia.org\/wiki\/RCA_Corporation\" rel=\"noopener noreferrer\" target=\"_blank\">RCA<\/a>, a major electronics company at the time, agreed to transfer licensed semiconductor processes to Taiwan\u2019s <a href=\"https:\/\/www.itri.org.tw\/eng\/\" rel=\"noopener noreferrer\" target=\"_blank\">Industrial Technology Research Institute<\/a>. ITRI spun off several semiconductor-related companies including the <a href=\"https:\/\/spectrum.ieee.org\/tsmc-exec-on-chip-shortage\" target=\"_self\">Taiwan Semiconductor Manufacturing Co.<\/a> TSMC, launched in 1987, is the world\u2019s largest dedicated semiconductor foundry.<\/p>\n<p>Liu graduated in 1983 with a bachelor\u2019s degree in electrical engineering from <a href=\"https:\/\/en.wikipedia.org\/wiki\/National_Taiwan_University\" rel=\"noopener noreferrer\" target=\"_blank\">National Taiwan University<\/a>, in Taipei. At the time, there were no semiconductor companies to work for, he says.<\/p>\n<p>\u201cNowadays, many of the country\u2019s university graduates go right to TSMC to get a job,\u201d he says. \u201cBut back then, there was no real job market.<\/p>\n<p>\u201cMost of my classmates\u2014including me\u2014came to the U.S. for graduate studies. Many of us stayed and, over the last three to four decades, contributed to the development of electronic computer communication technology in the U.S.\u201d<\/p>\n<p>Liu left Taiwan after a two-year mandatory stint in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Republic_of_China_Armed_Forces\" rel=\"noopener noreferrer\" target=\"_blank\">Republic of China Armed Forces<\/a> to attend the <a href=\"https:\/\/umich.edu\/\" rel=\"noopener noreferrer\" target=\"_blank\">University of Michigan<\/a>, in Ann Arbor, where in 1987 he earned a master\u2019s degree in electrical engineering.<\/p>\n<p class=\"pull-quote\">\u201cIf I can help make IEEE a better professional home for future members, that is something that I can pay back to IEEE.\u201d<\/p>\n<p>He went on to earn a Ph.D. in electrical, electronics, and communications engineering in 1990 from the <a href=\"https:\/\/www.ucla.edu\/\" rel=\"noopener noreferrer\" target=\"_blank\">University of California, Los Angeles<\/a>. His interest in digital signal processing and very-large-scale integration (VLSI) was sparked while at UCLA. Today <a href=\"https:\/\/spectrum.ieee.org\/chip-design-innovator-lynn-conway\" target=\"_self\">VLSI<\/a> powers all modern electronics.<\/p>\n<p>\u201cWhen I was a graduate student, there was no wireless communication. Everybody had a landline,\u201d he explains.<\/p>\n<p>VLSI was an important, active research field at the time.<\/p>\n<p>\u201cMy research interest was digital signal processing,\u201d he says. \u201cOne day I saw a book on VLSI signal processing on my professor\u2019s bookshelf. I immediately thought to myself: That is the field I want to pursue.<\/p>\n<p>\u201cVLSI is one lane, digital signal processing is the other, and there is a bridge linking the two. I was interested in both areas, so I did my Ph.D. thesis on VLSI signal processing.\u201d<\/p>\n<p>After graduating, Liu joined the University of Maryland, where he is credited with establishing its <a href=\"https:\/\/ece.umd.edu\/research\/communications-and-signal-processing-laboratory-cspl\" rel=\"noopener noreferrer\" target=\"_blank\">signal processing research program<\/a>.<\/p>\n<p>In addition to teaching, he conducted research on a broad range of signal processing and communication aspects. The topics include bioinformatics, game theory, signal processing algorithms and architectures, and wireless sensing and communications.<\/p>\n<p>He has authored more than 10 books and 900 papers, and he holds 250 patents. You can find his research papers in the <a href=\"https:\/\/ieeexplore.ieee.org\/Xplore\/home.jsp\" rel=\"noopener noreferrer\" target=\"_blank\">IEEE Xplore Digital Library<\/a>.<\/p>\n<h2>Ambient-sensing trailblazer<\/h2>\n<p>Liu is considered to be a pioneer in the field of ambient sensing. The technology gathers environmental data and is used in security systems and health-monitoring devices.<\/p>\n<p>He came up with the idea, he says, while working on a project in 2009 for the <a href=\"https:\/\/www.navy.com\/\" rel=\"noopener noreferrer\" target=\"_blank\">U.S. Navy<\/a>. He was trying to solve a problem the Navy was having with the wireless communication systems used in its submarines. Because submarines are made of metal, radio waves were unable to penetrate the vessels\u2019 compartments and instead bounced around, creating interference, he says.<\/p>\n<p>His solution was to use a relatively unknown concept in physics: <a href=\"https:\/\/ieeexplore.ieee.org\/document\/6627944\/\" rel=\"noopener noreferrer\" target=\"_blank\">time-reversal signal processing<\/a>. The technique captures waves, such as sound and electromagnetic signals, and sends them back through the same medium in reverse, flipping the signal from last-in to first-out, and re-emits them.<\/p>\n<p>\u201cBy using time-reversal feed, we could increase the signal-to-noise ratio by four times,\u201d he says. \u201cThat improved performance dramatically.\u201d<\/p>\n<p>He became fascinated by the physics of time-reversal signal processing, he says, and wondered how he could apply the concept to serve society. After three years of research, he came up with the idea of using wireless sensing applications through ambient radio waves from surrounding Wi-Fi networks.<\/p>\n<p>\u201cI learned to turn Wi-Fi networks into sensing networks that decipher our activities,\u201d he says. \u201cWe could know everything happening around us\u2014our motions, breathing, heartbeat, even fall detection\u2014without any wearables.\u201d<\/p>\n<p>Through the <a href=\"https:\/\/www.mtechventures.umd.edu\/\" rel=\"noopener noreferrer\" target=\"_blank\">university\u2019s incubator<\/a>, which encourages faculty to work on projects with an impact on society, he launched Origin in 2013. The company\u2019s Wi-FI and AI sensing technology enables accurate indoor tracking, motion detection, and health monitoring without the need for wearable devices or cameras. Its products, including its <a href=\"https:\/\/www.originwirelessai.com\/a-non-wearable-approach-to-elderly-monitoring-the-value-and-benefits\/\" rel=\"noopener noreferrer\" target=\"_blank\">remote patient monitoring<\/a>, received <a href=\"https:\/\/ece.umd.edu\/news\/story\/origin-wireless-wins-two-2021-ces-awards-including-best-innovation-award\" rel=\"noopener noreferrer\" target=\"_blank\">three innovation awards<\/a> at the 2020 and 2021 <a href=\"https:\/\/www.ces.tech\/\" rel=\"noopener noreferrer\" target=\"_blank\">Consumer Electronics<\/a> shows, including one for best innovation.<\/p>\n<h2>Finding his professional home<\/h2>\n<p>Liu joined IEEE in 1986 as a graduate student to access its research papers, he says.<\/p>\n<p>\u201cIf you didn\u2019t join an IEEE society, you didn\u2019t get its journal\u2014which meant that you couldn\u2019t read the most up-to-date research papers,\u201d he says. \u201cSo, I joined the <a href=\"https:\/\/signalprocessingsociety.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">IEEE Signal Processing Society<\/a>. When I attended my first signal processing conference, I knew I had found a professional home. I met many like-minded people, and together, we built a professional home for our members worldwide.\u201d<\/p>\n<p>He became an active volunteer, holding top leadership positions including 2012\u20132013 president of the Signal Processing Society and 2016\u20132017 director of IEEE <a href=\"https:\/\/ta.ieee.org\/society-council-resources\/society-and-council-operations\/divisions-society-groupings\" rel=\"noopener noreferrer\" target=\"_blank\">Division IX<\/a>, which covers societies focused on signal processing, data transmission, navigation, and transportation. In 2019 he was vice president of the <a href=\"https:\/\/ta.ieee.org\/technical-activities-board\" rel=\"noopener noreferrer\" target=\"_blank\">Technical Activities Board<\/a>.<\/p>\n<p>In 2022 he served as <a href=\"https:\/\/www.ieee.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">IEEE<\/a> president and CEO. The three accomplishments during his term he says he is most proud of are increasing the prize money for the <a href=\"https:\/\/spectrum.ieee.org\/2026-ieee-medal-of-honor\" target=\"_self\">IEEE Medal of Honor<\/a>, overseeing the <a href=\"https:\/\/spectrum.ieee.org\/ieee-regions-reconfiguration\" target=\"_self\">realignment of IEEE regions<\/a>, and establishing greater financial transparency.<\/p>\n<p>The reason for increasing the prize for IEEE\u2019s highest award\u2014from US $50,000 to $2 million\u2014in 2025, he says, was to underscore the importance of the technologies the IEEE community develops. Those innovations include <a href=\"https:\/\/ethw.org\/William_Shockley\" rel=\"noopener noreferrer\" target=\"_blank\">semiconductors<\/a>, the <a href=\"https:\/\/spectrum.ieee.org\/magazine\/2024\/may\/\" target=\"_self\">Internet<\/a>, and the <a href=\"https:\/\/spectrum.ieee.org\/move-over-moores-law-make-way-for-huangs-law\" target=\"_self\">GPU<\/a>. The money for the Medal of Honor now exceeds that of the <a href=\"https:\/\/www.nobelprize.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">Nobel Prize<\/a>, which carries an award of roughly $1 million.<\/p>\n<p>\u201cWe need the whole world to understand the IEEE community has made the most impact on society in the last century,\u201d Liu says. \u201cNevertheless, we did not receive the attention and respect we deserved, so we needed to help ourselves. We want the whole world to know what our contributions are.\u201d<\/p>\n<p>His next achievement was realigning IEEE\u2019s regions. During the past several years, membership in <a href=\"https:\/\/www.ieeer10.org\/\" rel=\"noopener noreferrer\" target=\"_blank\">Region 10<\/a>, which covers countries in Asia and the Pacific, has grown from 10 percent of total membership to nearly 40 percent, he says. It is the <a href=\"https:\/\/spectrum.ieee.org\/ieee-regions-reconfiguration\" target=\"_self\">largest and most populous of IEEE\u2019s geographic areas<\/a>, but its members were not equitably represented on the Board of Directors. Each region had one representative on the Board.<\/p>\n<p>\u201cThe region has 40 percent of the members but only makes up 10 percent of the Board,\u201d Liu says. \u201cThat didn\u2019t make sense to a lot of us.\u201d<\/p>\n<p>The IEEE Board in 2022 approved region realignment. The total number of regions remains at 10, but their organization is changing. Effective 1 January 2028, the six U.S.-based regions will be consolidated into five, and Region 10 will be split into two. IEEE will no longer use the Region 1 designation. The new Region 2 will represent the Northeastern and Eastern U.S. Region 10 will cover North Asia, and the new Region 11 will represent South Asia and the Pacific.<\/p>\n<p>Liu also succeeded in leading a movement that persuaded the IEEE Board to invest in a better financial reporting system to have a clearer understanding of the organization\u2019s finances. A more modern system now tracks banking transactions, contracts, expense reports, and other spending.<\/p>\n<p>\u201cNow we know exactly where the money comes from and where it is spent,\u201d he says, \u201cso that we can make more informed decisions.<\/p>\n<p>\u201cIf I can help make IEEE a better professional home for future members, that is something that I can pay back to IEEE,\u201d he adds. \u201cI truly appreciate what IEEE offered me. From student to professor to an established leader, at every stage, it offered me different opportunities to grow.
