{"id":2751,"date":"2026-08-03T03:31:49","date_gmt":"2026-08-03T03:31:49","guid":{"rendered":"https:\/\/futureknowledge.in\/?p=2751"},"modified":"2026-08-03T03:31:49","modified_gmt":"2026-08-03T03:31:49","slug":"this-texas-coal-mine-will-soon-be-home-to-a-1-2gw-solar-farm","status":"publish","type":"post","link":"https:\/\/futureknowledge.in\/?p=2751","title":{"rendered":"This Texas coal mine will soon be home to a\u00a01.2GW\u00a0solar\u00a0farm"},"content":{"rendered":"<p class=\"has-default-font-family wp-block-paragraph\">Construction is underway on a $1.7&nbsp;billion solar and battery storage project in Texas that will turn existing coal mining land into a&nbsp;hub of clean energy generation.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\"><a href=\"https:\/\/panamintcapital.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Panamint Capital<\/a>&nbsp;announced last week that it&nbsp;<a href=\"https:\/\/www.prnewswire.com\/news-releases\/panamint-capital-breaks-ground-on-historic-1-2-gw-solar-project-at-texas-energy-site-302833535.html?tc=eml_cleartime\" target=\"_blank\" rel=\"noreferrer noopener\">broke ground<\/a>&nbsp;on the&nbsp;1.2-gigawatt Big Rooter Power solar farm in Bremond, about halfway between Dallas and Houston. The project will use some of the land and assets from the adjacent Twin Oaks coal-fired power plant and Calvert surface coal mine, both of which will continue operating.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">Panamint\u2019s clean energy project will be among the largest in the nation \u2014 and, the developer claims, the biggest solar array ever built at a&nbsp;brownfield site in North America.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cWe believe deploying new capacity at existing energy sites is the clearest way to benefit communities, ratepayers, and the environment alike,\u201d said Apolka Totth,&nbsp;CEO&nbsp;of Panamint, a&nbsp;Nevada-based investment firm.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">The giant installation will further boost Texas\u2019 thriving solar sector, which this year is expected to generate&nbsp;<a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/solar-overtakes-coal-texas-first\">more electricity than coal<\/a>&nbsp;in the Lone Star State. The renewable resource is helping meet the state\u2019s energy demand from data centers, manufacturing facilities, and&nbsp;<a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/doe-solar-power-day-night-texas\">rising air-conditioning use<\/a>&nbsp;amid more frequent and extreme hot weather.<\/p>\n<figure class=\"wp-block-ups-image aligncenter\">\n<div class=\"wp-block-ups-image-inner\"><img decoding=\"async\" src=\"https:\/\/grist.org\/wp-content\/uploads\/2026\/07\/calvert.webp\" alt=\"\" data-caption=\"The Calvert mine is a 19-million-ton surface lignite mine adjacent to the Twin Oaks coal plant.\n\" data-credit=\"Panamint Capital\" \/><figcaption>The Calvert mine is a 19-million-ton surface lignite mine adjacent to the Twin Oaks coal plant.<br \/>\n <cite>Panamint Capital<\/cite><\/figcaption><\/div>\n<\/figure>\n<p class=\"has-default-font-family wp-block-paragraph\">Panamint, which is backed by the private equity firm&nbsp;KKR, launched in&nbsp;2019&nbsp;with the goals of squeezing more life out of existing fossil-fuel infrastructure while building lower-emission facilities on the same sites. In&nbsp;2023, Panamint acquired the&nbsp;310-MW&nbsp;Twin Oaks coal plant and Calvert mine&nbsp;\u200b\u201cwith the express intention of leveraging the site\u2019s existing characteristics to massively and rapidly expand generating capability at the lowest possible cost,\u201d Totth said by&nbsp;email.&nbsp;<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">Work has started on the first phase of the solar farm, a&nbsp;491-MW&nbsp;section that is set to go online in August&nbsp;2028. Construction will begin in December on the remaining&nbsp;658&nbsp;MW, which could start producing power in August&nbsp;2029.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">The&nbsp;10,000-acre Big Rooter site will also include&nbsp;1.6&nbsp;gigawatt-hours of battery storage and&nbsp;20&nbsp;miles of new extra-high-voltage transmission lines. The investment firm says it also has the infrastructure and natural gas access needed to build at least&nbsp;800&nbsp;MW&nbsp;of gas-fired generation, either for the grid or customers like data center developers.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cBig Rooter is a&nbsp;landmark project that reflects the scale of investment being made in America\u2019s energy future,\u201d George Hershman,&nbsp;CEO&nbsp;of&nbsp;<a href=\"https:\/\/www.solvenergy.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Solv Energy<\/a>, said in a&nbsp;news release. The contractor is building the site\u2019s solar array, substation, and transmission infrastructure.<\/p>\n<h3 id=\"h-turning-coal-mines-into-clean-energy-nbsp\" class=\"wp-block-heading\"><strong>Turning coal mines into clean energy&nbsp;<\/strong><\/h3>\n<p class=\"has-default-font-family wp-block-paragraph\">Big Rooter\u2019s pairing with active coal operations makes it unique within the nation\u2019s small but growing coal-to-solar subsector, which has mainly focused on putting panels on former mine lands and retired industrial sites.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">The largest of these projects is the&nbsp;186-MW&nbsp;Tilden Solar Project in southern Illinois, followed by the&nbsp;111-MW&nbsp;Martin County Solar Project in eastern Kentucky, which both went online last year atop abandoned coal&nbsp;mines.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">In Louisiana, the&nbsp;240-MW&nbsp;Dolet Hills Solar Project is now being built on a&nbsp;former coal mine property. And the developer&nbsp;<a href=\"https:\/\/brightnightpower.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">BrightNight<\/a>&nbsp;is advancing the Starfire installation on remediated mine land in Kentucky.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">In&nbsp;2023, when BrightNight announced the Appalachian project, electric truck startup&nbsp;<a href=\"https:\/\/rivian.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rivian<\/a>&nbsp;signed on as the anchor customer, with a&nbsp;100-MW&nbsp;power purchase agreement. Starfire was&nbsp;<a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/rivian-backs-massive-solar-plant-atop-old-coal-mine-in-kentucky\">initially envisioned<\/a>&nbsp;as a&nbsp;roughly&nbsp;800-MW&nbsp;project, but is now on track for&nbsp;410&nbsp;MW, with construction slated for late&nbsp;2027&nbsp;and planned operations in&nbsp;2030.<\/p>\n<figure class=\"wp-block-ups-image aligncenter\">\n<div class=\"wp-block-ups-image-inner\"><img decoding=\"async\" src=\"https:\/\/grist.org\/wp-content\/uploads\/2026\/07\/martincounty.webp\" alt=\"\" data-caption=\"The 111-MW Martin County Solar Project in eastern Kentucky will supply power for Toyota\u2019s automaking operations in the state.\n\" data-credit=\"&lt;a href=&apos;https:\/\/pressroom.toyota.com\/toyota-supports-a-new-power-source-at-brownfield-site-in-kentucky\/&apos; rel=&apos;noopener&apos; target=&apos;_blank&apos;&gt;Toyota&lt;\/a&gt;\" \/><figcaption>The 111-MW Martin County Solar Project in eastern Kentucky will supply power for Toyota\u2019s automaking operations in the state.<br \/>\n <cite><a href=\"https:\/\/pressroom.toyota.com\/toyota-supports-a-new-power-source-at-brownfield-site-in-kentucky\/\" rel=\"noopener\" target=\"_blank\">Toyota<\/a><\/cite><\/figcaption><\/div>\n<\/figure>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cEarlier descriptions of a&nbsp;larger project reflected a&nbsp;broader long-term vision for the site, but as development has progressed, BrightNight has focused on the configuration that best aligns with current interconnection, permitting, site, and customer considerations,\u201d a&nbsp;BrightNight spokesperson said by email.&nbsp;\u200b\u201cWe remain very enthusiastic about Starfire and its importance as a&nbsp;major redevelopment project on former coal mining land in Eastern Kentucky.\u201d<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">Repurposing old mining sites for solar power has an obvious appeal. As opposition breaks out in rural areas over using prime farmland for solar \u2014&nbsp;<a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/ohio-land-use-farm-data-seia\">concerns stoked<\/a>&nbsp;by Trump administration officials, including U.S. Agriculture Secretary Brooke Rollins \u2014 brownfield projects allow developers to sidestep those conversations and put sullied land to use. Doing so has typically proved more complicated and expensive than placing solar panels on flat or uncontaminated fields.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">The&nbsp;2021&nbsp;bipartisan infrastructure law and&nbsp;2022\u2019s Inflation Reduction Act provided incentives to make it easier to finance clean energy installations on mine lands, while a $500&nbsp;million Department of Energy&nbsp;<a href=\"https:\/\/climateprogramportal.org\/fed_archive\/clean-energy-demonstrations-on-current-and-former-mine-land-fy2022-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">program<\/a>&nbsp;allocated funding for projects on current or former mines.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">But last year, the Trump administration and Congress added more hurdles by&nbsp;<a href=\"https:\/\/www.canarymedia.com\/articles\/solar\/solar-wind-trump-obstacles-tax-credits\">phasing out tax credits<\/a>&nbsp;for solar and wind energy, effectively ending the tax bonus for brownfield developments. And the administration scrapped at least one&nbsp;DOE&nbsp;mine-land award, for Mineral Basin Solar Power, as part of its&nbsp;<a href=\"https:\/\/apnews.com\/article\/trump-clean-energy-grants-chris-wright-09d26d615869ce06dd6bb2c047f636cb\" target=\"_blank\" rel=\"noreferrer noopener\">sweeping cancellation<\/a>&nbsp;of $7.6&nbsp;billion in clean energy grants in the&nbsp;16&nbsp;states that voted for Democrat Kamala Harris in the&nbsp;2024&nbsp;presidential election.<\/p>\n<figure class=\"wp-block-ups-image alignfull js-breaks-column\">\n<div class=\"wp-block-ups-image-inner\"><img decoding=\"async\" src=\"https:\/\/grist.org\/wp-content\/uploads\/2026\/07\/campbellcounty.webp\" alt=\"\" data-caption=\"The Nature Conservancy and its partners are developing solar projects on former coal mines, including at this site in Campbell County, Tennessee.&lt;br&gt;\" data-credit=\"Cameron Davidson\/TNC\" \/><figcaption>The Nature Conservancy and its partners are developing solar projects on former coal mines, including at this site in Campbell County, Tennessee.<br \/> <cite>Cameron Davidson\/TNC<\/cite><\/figcaption><\/div>\n<\/figure>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cThe federal policy landscape for developing clean energy on mines has changed, but the opportunity hasn\u2019t,\u201d said Jessica Wilkinson, the North America renewable energy team lead for&nbsp;<a href=\"https:\/\/www.nature.org\/en-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Nature Conservancy<\/a>, a&nbsp;global nonprofit.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cIn many parts of the country, wind and solar are the cheapest forms of energy and are succeeding on economics alone,\u201d she added.&nbsp;\u200b\u201cAnd if building on mine lands, brownfields, and landfills has fewer community conflicts, they may be seen as very enticing.\u201d&nbsp;<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">The nonprofit and its partners&nbsp;<a href=\"https:\/\/www.nature.org\/en-us\/newsroom\/cumberland-clean-energy-former-mines\/\" target=\"_blank\" rel=\"noreferrer noopener\">plan to develop<\/a>&nbsp;25&nbsp;solar and battery storage projects on former mine lands that The Nature Conservancy manages in the Cumberland Forest, which spans parts of Kentucky, Tennessee, and Virginia. The first project, the&nbsp;10-MW&nbsp;Wildcats Solar in Virginia, is expected to break ground this fall and could start delivering power to the grid next&nbsp;year.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">Wilkinson noted that despite the federal pullback, states have continued to show support for what her group calls&nbsp;\u200b\u201c<a href=\"https:\/\/www.nature.org\/en-us\/what-we-do\/our-priorities\/tackle-climate-change\/climate-change-stories\/mining-the-sun-solar-energy-former-mine-sites\/\" target=\"_blank\" rel=\"noreferrer noopener\">mining the sun<\/a>\u201d projects. For example, Ohio and Colorado passed laws to incentivize renewable energy development on former industrial sites. And a&nbsp;handful of federal programs continue providing financial support for cleaning up coal mining areas \u2014 a&nbsp;crucial step for enabling future solar development.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cCommunities still want to see these lands become economic engines again,\u201d Wilkinson said.<\/p>\n<h3 id=\"h-texas-project-adds-solar-and-more-nbsp-coal\" class=\"wp-block-heading\"><strong>Texas project adds solar \u2014 and more&nbsp;coal<\/strong><\/h3>\n<p class=\"has-default-font-family wp-block-paragraph\">Panamint, for its part, said it was able to secure clean energy incentives for Big Rooter Power before Trump signed the One Big Beautiful Bill Act on July&nbsp;4,&nbsp;2025,&nbsp;<a href=\"https:\/\/www.canarymedia.com\/articles\/clean-energy\/trumps-big-beautiful-law-was-supposed-to-kill-clean-energy-it-didnt\">repealing large swaths<\/a>&nbsp;of the Inflation Reduction Act.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">\u201cWe ordered long-lead time equipment such as transformers and circuit breakers well before last summer\u2019s&nbsp;OBBBA, so we were largely insulated from those impacts,\u201d Totth&nbsp;said.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">She noted that Panamint is partnering with U.S. firms&nbsp;<a href=\"https:\/\/www.americassolarcompany.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">First Solar<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/investors.nextracker.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nextpower<\/a>&nbsp;(formerly Nextracker) to procure domestically made solar modules and racks. Big Rooter is also located in an&nbsp;\u200b\u201c<a href=\"https:\/\/home.treasury.gov\/policy-issues\/tax-policy\/data-transparency\/energy-communities\" target=\"_blank\" rel=\"noreferrer noopener\">energy community<\/a>\u201d \u2014 the Department of Energy\u2019s term for brownfield sites and areas affected by coal plant and mine closures. She added that the company is also investigating both expanding the Calvert mine area and building a&nbsp;terminal facility to rail in coal for continued operations.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">As Totth sees it, the new solar array will produce enough carbon-free power to&nbsp;\u200b\u201cnegate\u201d the coal plant\u2019s emissions profile on an annual basis.<\/p>\n<p class=\"has-default-font-family wp-block-paragraph\">It\u2019s an example of the all-of-the-above approach to energy in Texas.
