Japan, US, South Korea and others to lower limit for smaller fish for conservation

TOKYO — Ten countries and regions agreed Tuesday to raise catch quotas on large bluefin tuna by 25% as populations recover, while lowering the limit on smaller fish by 6% for resource management.
