The Central Bureau of Investigation (CBI) has registered a case against Captain Anil Gill, former Director of Flying Training (DFT) in the Directorate General of Civil Aviation (DGCA), and several companies over charges of abusing his official position to manipulate regulatory framework for kickbacks.
As per a statement issued by the CBI, the sleuths lodged an FIR against Gill on August 21. Converting a preliminary enquiry, registered on April 7, 2025, into an FIR, the CBI stated that it received a complaint accusing Gill of abusing his official position as Director of Flying Training at DGCA.
The FIR – registered under Sections 11 and 12 of the Prevention of Corruption Act, 1988, as amended in 2018, and Section 120B of the IPC — stated that Gill allegedly extended undue official favours to a select Flying Training Organisations (FTOs), causing detriment and pecuniary loss to other similarly placed operators.
Gill is alleged to have facilitated procurement of training aircraft at nominal prices through benami/shell entities managed by his close relatives. They subsequently arranged their leases to favoured FTOs at higher rates, generating alleged illicit pecuniary advantage, the statement read.
Bluethroat Aero Global Pvt Ltd (BAGPL) was incorporated in 2016 with Gill’s mother and maternal aunt among its directors. Subsequently, his cousin and sister-in-law too joined the company. The FIR also stated that other entities, including Sabres Corporate Solutions Pvt Ltd and Sandhills Aviation IFSC Pvt Ltd, were incorporated with Gill’s relatives as directors.
The FIR said that BAGPL acquired two Cessna aircraft for â‚ą10 lakh and â‚ą37.5 lakh respectively and that both were subsequently leased to Redbird Aviation Academy Pvt Ltd under approvals allegedly granted by Gill in his official regulatory capacity.
Between 2021 and October 2023, BAGPL allegedly generated more than â‚ą2.16 crore in lease rentals from Redbird Aviation Academy alone, the FIR stated.
Captain Gill served for nearly eight years at the DGCA. On November 22, 2023, the government transferred him to Aerosports and subsequently suspended him following preliminary investigations into corruption allegations.
In one of the complaints to the DGCA, Gill allegedly coerced pilots and flying schools into paying kickbacks to companies associated with him for not taking actions against violation of rules and protocols by them.
