Nuclear-capable missile launch from submarine sends signal before island leaders gather in Palau
SYDNEY/CANBERRA — A Chinese intercontinental ballistic missile splashed down in early July several hundred kilometers south of Kiribati, the Pacific island chain that sits about halfway between Australia and Hawaii.
