Tony Mowbray insists has remains involved in Blackburn Rovers' recruitment process after recent comments distancing himself from transfers.
Mowbray said he wanted a say after returning to Blackburn, having found his limited input at Sunderland and West Brom frustrating.
As the transfer window has developed, Mowbray's claims that he knew little about some situations have alarmed supporters.
However, he insisted no players arrive without his knowledge.
"Yeah, I'm always consulted," Mowbray told BBC Radio Lancashire.
"I think it's important; I've been pretty clear. I've had one or two clubs in the last five years where I had no say whatsoever.
"I have a say here. I haven't got the final say but players won't just arrive in the building without me knowing they're coming. That has happened to me in the past.
"I have input. I have working relationships in both areas, ins and outs. I can only give an opinion. I took pre-season to have an option on the players.
"We played lots of games where players all got 45 minutes to see everybody. Not to find a starting team and forget about the others.
"I have then made decisions moving forward. Throw all that with whether there are deals on the table for those players. They might have contracts and we are working our way through those issues.
"There are some others I would prefer we move on and some I would prefer we didn't.
"Ultimately, you have people who enquire. Let's wait and see how it all comes out. When it slams shut on Tuesday, we know what the squad is.
"Hopefully, the numbers are right and we don't have issues where we are leaving senior players out of the 25-man squad. Let's hope the balance is right for the team."
Saturday's match against Queens Park Rangers will be a good test. They have made a strong start with four points from their first two fixtures and are an upwardly mobile side.
Mowbray outlined the diversity of opponents that Rovers will face this season which underlined why he needs more options in his squad.
