South Korea has introduced a two-stage process for awarding hotel star ratings, combining announced inspections with unannounced checks and anonymous overnight stays for four- and five-star properties.
The revised rules came into force on 1 July 2026. Hotels covered by the system must first undergo an inspection with advance notice, followed by a second assessment without prior notice.
Hotels seeking one to three stars face an unannounced daytime inspection. Four- and five-star tourist hotels face a more extensive test: an assessor can stay overnight anonymously and assess the hotel as an ordinary guest.
The aim is to check whether hotels consistently deliver the standards required for their rating, rather than simply preparing for a scheduled inspection. For hotel operators, this puts greater emphasis on day-to-day performance across housekeeping, facilities, guest service and management.
The first assessment takes place after the hotel has been given advance notice. Inspectors can review the hotel's self-assessment and supporting documents, as well as its facilities, operations and service standards.
A second assessment then takes place without advance notice.
For one-, two- and three-star applications, the second assessment is an unannounced daytime inspection. For four- and five-star tourist hotels, it is an anonymous overnight stay.
This difference is important. A scheduled inspection can show that a hotel has the right facilities, procedures and service systems. An unannounced assessment tests whether those standards are still being delivered when staff have not had time to prepare.
Anonymous guest assessments are not new to South Korea. The country introduced them for four- and five-star hotels in 2015, when it adopted its current five-star classification system.
The 2026 reform brings this approach into a more clearly defined two-stage process. The revised rules also allow a further inspection where evaluators produce significantly different scores.
A new inspection can be ordered when scores from two or more evaluators differ by at least 20% of the total available score. For an anonymous assessment, the threshold is 30%.
The practical message for hotel management teams is simple: hotels need to meet their standards every day, not just on inspection day.
That responsibility covers the whole operation. Housekeeping, maintenance, reception and guest services can all affect the assessment.
For four- and five-star hotels, the anonymous overnight assessment is particularly significant. Staff may not know that the guest staying at the property is an assessor, meaning the hotel has less opportunity to prepare for the evaluation.
South Korea's star rating system is also different from the ratings found on booking and review websites. An official star rating is based on national standards and a formal inspection process. Online ratings, by contrast, reflect the experiences and opinions of individual guests.
