Windsor developer breaks ground on $16.8M Pelissier Street townhomes

A Windsor development group chosen by politicians to build $16.8 million in housing downtown broke ground this week.

On Monday, Pelissier Park Ltd. officially began construction on townhomes with 48 units on an underused municipal parking lot on Pelissier Street between Wyandotte Street West and Elliott.

The group — a partnership of BK Cornerstone Design Build, Philip Fernandes Designs, and Realty ONE Group Iconic — was chosen through the city’s Housing Solutions Made for Windsor strategy, which invites developers to submit project proposals for city-owned lands.

Brent Klundert, president of BK Cornerstone, called the groundbreaking a “proud moment” for his entire team, and an “important milestone” for the city’s housing strategy.

“As the first project to begin construction under the program, it demonstrates what can be accomplished when the city and the development community work together with a shared purpose,” Klundert said. “For us as builders, owners, and developers, this is the moment a vision becomes real — when an underused city property begins its transformation into 48 high-quality, energy-efficient homes.”

The townhome development will include 32 two-bedroom suites with single-car garages, eight accessible one-bedroom suites, and eight suites considered “affordable” and expected to follow Canada Mortgage and Housing Corporation’s affordability standard.

Chris MacLeod, broker of record and co-owner of Realty ONE Group Iconic, said the project has moved with “exceptional” speed, breaking ground only six months after Pelissier Park Ltd. was named the successful proponent. He credited the leadership shown by Mayor Drew Dilkens, members of city council, and city staff with moving the project along.

“As a developer, that level of partnership builds confidence not only in a single project, but in Windsor as a place to continue investing,” MacLeod said. “We believe in our downtown, we believe that people attract people, and investment attracts investment.”

Construction has not yet begun on other projects announced under the Housing Solutions Made for Windsor strategy: three six-storey buildings with 200 residential units and some commercial space on the Caron Avenue parking lot, and a four-storey building with 48 luxury condo units in the Roseland Golf Club parking lot.

City council has not yet announced developers for the former Grace Hospital site, the former W.D. Lowe Secondary School, the former St. Michael’s Adult Catholic High School, part of Kinsmen Norman Road Park, and the former Concord Public Elementary School site — all city-owned properties approved for private residential construction.
