The Tamil Nadu Government has intensified its SIPCOT Revival Mission to convert industrial parks from land banks into fully operational manufacturing hubs, with a focus on resolving infrastructure and administrative bottlenecks that have kept allotted industrial plots idle.
Industries Minister S Keerthana told the Assembly on Monday that the mission involves on-ground inspections, direct engagement with investors and time-bound interventions to ensure that land allotted to industries translates into factories, employment and economic activity.
The Manapparai SIPCOT Industrial Park in Tiruchi district is among the first locations where the mission has been implemented. Spread across 1,097.86 acres, the park has land allotted for 32 factories, but only four companies are currently operational.
An inspection carried out on May 26, 2026, identified several factors holding back industrial activity, including inadequate water supply, poor road connectivity, lack of streetlights and public transport, security gaps and inadequate dedicated power infrastructure.
The government has initiated measures to address these deficiencies. SIPCOT has allocated ₹43.6 crore for infrastructure works in the new phase of the Manapparai park, including roads, stormwater drains, culverts and streetlights.
The mission is also addressing company-specific regulatory hurdles. Keerthana cited the case of a PepsiCo unit that had been awaiting approvals. Following government intervention, the pending approval process was expedited and the required clearance was granted.
The Minister said the Manapparai exercise demonstrated the larger purpose of the SIPCOT Revival Mission. Industrial parks, she said, should not be judged merely by the extent of land acquired or the number of plots allotted, but by whether factories actually come up, jobs are created and economic activity takes place.
Several SIPCOT parks across Tamil Nadu have sizeable areas where plots have been allotted but industrial operations have not commenced because of gaps in supporting infrastructure and facilitation.
Under the revival mission, the government is therefore shifting from a land-allotment approach to an outcome-oriented model, involving physical inspections, investor consultations and targeted action to remove bottlenecks.
The government’s broader objective is to make SIPCOT parks investment-ready industrial ecosystems, capable of attracting fresh investments, accelerating manufacturing activity and generating employment rather than functioning merely as industrial land banks.
SIPCOT was established in the year 1971 to promote Medium and Large Scale Industries in Tamil Nadu by Developing Industrial Parks particularly in the industrially backward areas of the State of Tamil Nadu. It has nurtured the development of 50 Industrial Parks including 8 SEZs, spread over 24 districts in a total extent of about 48,926.48 acres, according to information in its website.
